Grade 12 plus and Bachelor’s Degree/B.Comm Accounting/State Administration. 1- 2 years’ experience in Financial Accounting. Valid driver’s license. COMPETENCIES: Computer Literacy. Knowledge of the Public Finance Management Act (PFMA), Treasury Regulations, Modified Cash Standards, Financial Manual, PAS Delegations, Provisioning Procedures and Division of Revenue Act; Knowledge of Petty Cash procedures. Knowledge of Financial reports. Knowledge and experience of the Basis Accounting (BAS) and (SAP) Systems. Knowledge of procedures for receipt of State money. Working knowledge of Microsoft Office (Excel/Word). Willingness to work irregular hours when required. Customer Management, Administration and Communication skills.
Ensure adherence to PFMA, Treasury Regulations, Financial Manual and relevant Departmental Policies and Procedures as well as the implementation thereof. Issue Receipts & Deposits and ensure that Deposits are made as prescribed. Attend Meetings and Conferences with Supervisor. Ensure that proper control measures exist for the safekeeping of State money and documents. Assist with Management Accounting Services (Revenue) to the various Branches within the Department/Revenue Monitoring and control. Assist with the implementation of recommended solutions regarding the Departmental Systems and processes to improve Departmental efficiency. Compilation of the Revenue Budget for the various Branches within the Department and ensuring that these are in line with the strategic objectives of the Department. Ensure that confirmation Letters are received and provided from/by the Department/s and ensure that all Inter-Departmental Receivables and Payables are cleared monthly. Provide administrative support to all Responsibility and Line Managers on all aspects of functional areas. Writing of correspondence within and outside the Department, and to be assigned by a Higher-Level Manager and ensure excellent verbal communication skills. Ensure the continuous development of quality improvement of Sub-Ordinates. Liaise on administration matters with other Departments, the Public and Service Providers. Attend Meetings and Conferences with Supervisor. Weekly meetings with Supervisor. Monthly Meetings with SAO, ASD and Minutes compiled for submission to the Director: Financial Management. Attend to internal and external Audit matters.
